Public health preparedness has always been a do-more-with-less discipline. What's changed is the slope. Funding is flat or declining, experienced coordinators have left, and the people now holding the portfolio often inherited it on top of other duties.

The work hasn't gotten smaller. Capability-based planning across the 15 PHPC is still expected. AAR-IPs still need to be produced. CDC project officers still ask when the next BP exercise is scheduled. The community still expects the health department to be ready.

The default options have been getting worse: hire a contractor the budget can't sustain, download a generic template that doesn't fit your jurisdiction, scale back the program, or run last year's exercise again and hope nobody notices.
