Water and wastewater utilities operate around the clock, and the same people running operations are now responsible for a new class of RMP obligation. The 2017 and 2024 rule changes require covered facilities to periodically exercise their emergency plans — and for responding facilities, that means three distinct commitments: an annual Notification Exercise, a tabletop exercise every three years, and a field exercise every ten years.

These aren't someday requirements. A responding facility must conduct its first tabletop before December 21, 2026, then every three years after, and its first field exercise by March 15, 2027. Each exercise also carries a documentation burden: an evaluation report within 90 days covering the scenario, participants, lessons learned, recommendations, and a schedule to resolve them.

Exercise design is a specialized discipline most utility operators were never trained in — and until now, the options have been limited.
